A LONDON council is recruiting 2,000 residents to snitch on their neighbours. Harrows Neighbourhood Champions will pass on evidence of graffiti, fly- tipping, litter and excessive noise. They could eventually be trained to report suspected child abuse, domestic violence, racial harass- ment and other hate crimes. The plan is expected to be approved this week. Harrow council said the scheme, which has police backing, will increase pride in the community. But critics today raised fears over civil liberties, warning that it was the latest example of a surveillance society that has created an army of citizen snoopers. Susie Squires, of the TaxPayers Alliance, said: Community spirit is one thing. Snooping is another. This creates distrust. Four people suffered stab wounds and up to 30 youths were involved in the incident on St John Street near City University, islington.
