Phillip Garrido is accused of snatching Jaycee in 1991, when she was 11, and fathering two children with her. A 45-page report by the state inspector-general reveals overlooked opportunities to rescue Jaycee, now 29, before she was reunited with her family in August. They include: neglecting to interview Garridos neighbours; failure to investigate utility wires running from his house to a secret compound where Jaycee and her daughters were kept, and not investigating an unknown 12-year-old girl during a home visit. The list also includes temporarily misclassifying Garrido, on parole for rape, as a low-risk offender. Failings: Garrido and, right, Jaycee Maternity docs selling newborns THREE doctors and a nurse at a private hospital in Mexico City have been arrested for allegedly selling newborns after telling mothers their babies had died. One of the women learned her baby was alive and had been sold for 15,000 pesos (680). She gave birth by C-section at the Central West Hospital last October. She said when she asked to see the child, doctors told her she had to wait. They then told her the baby girl died and had been cremated. The woman accused of buying the baby, three doctors, a nurse and a receptionist are all in custody. The contest saw laser beam-powered robots from Missouri, Alaska and Seattle compete at Rogers Dry Lake in the Mojave Desert, California. The machines had to climb 2,953 feet (nearly 1km) up a cable slung beneath a helicopter. The science-fiction concept of space elevators is envisioned as a way to reach space without rockets. Mum raped in front of three-year-oldson POLICE are hunting a man who allegedly raped a woman in front of her three-year-old son after they arranged a meeting online. The mother, 23, had seen the man, known as Derek, in person several times after they initially met via the internet. On the morning of 30 September the woman, who had her son with her, followed Derek in her car from the M2 to a block of flats near Sutton town centre. As she drank tea in a flat there he allegedly punched her in the face, knocking her unconscious before raping her. When she came to she managed to flee with her son. A police spokesman said today: The suspect is described as a white man, in his late forties and of muscular build. He drove an old green Land Rover with a canvas roof.
