PMPs will be banned from getting rich from rising house prices under radical reforms of Commons expenses. Sleaze watchdog Sir Christopher Kelly was today tearing up the second home allowance system which has been abused by MPs and which plunged Parliament into disrepute. The chairman of the Committee on Standards in Public Life is proposing stopping MPs from being able to claim for mortgage interest payments. They will have to rent homes instead. He is said to want the reform phased in over five years -- and will also say that any capital gain on a property made during this period should be split between the taxpayer and MP. The amount MPs will have to pay back is expected to be based on their equity stake in the property and the amount of their mortgage claim on the taxpayer. A string of MPs have been accused of making profits from the 24,000-a-year housing allowance, including the practice of flipping the property they register as their second home and selling to move up the property ladder. Many MPs are furious at the clampdown. But Sir Christopher was due to tell them not to undermine his blueprint to restore Parliaments reputation. He was expected to remind them of the publics anger at their extravagant claims.
