Town hall chiefs in the capital came under intense pressure to avoid hiking the levy after Tory- controlled Hammersmith and Fulham announced it will slash bills by three per cent in April, for the fourth year in a row. It is clear that there is a race to bring down council tax in London, said Tony Travers, a local government expert at the London School of Economics. Theres a fair chance the majority of councils will cut or freeze. This is unprecedented. With London set to be a key general election battleground next year, Mr Travers believes council tax is likely to be frozen in the capital where local elections will also be held. All eight Labour-run local authorities in London -- Lambeth, Lewisham, Tower Hamlets, Hackney, Newham, Barking and Dagenham, Greenwich and Haringey -- have pledged not to raise council tax. Hackney is to become the first authority to freeze the levy for the fifth year running. London Mayor Boris Johnson has also promised not to increase the Greater London Authority element of the council tax. Tory-run Westminster, Wandsworth and Kensington & Chelsea are expected to cut or freeze council tax while Barnet is adopting a no- frills approach, with residents being asked to pay more for faster or better services in some areas.
