A senior government source said unemployment is expected to rise less severely in the next few years than predicted in the Budget last spring. The gap could be worth several billion pounds to the Treasury, by reducing the amount set aside for welfare payments. There have been questions over how the Prime Minister would pay for the spree of announcements in his conference speech. The Institute for Fiscal Studies said cuts of 18 per cent would be needed in Whitehall budgets to meet his promises for extra spending on the minimum wage, child tax credits, elderly care, hospitals, schools and police. Reports today said the Government wants a pay freeze for senior public servants such as judges and NHS bosses, plus efficiency cuts and asset sales of 75bn. Public sector workers will get minimal rises and big- ticket defence orders could be scrapped. Unemployment is currently 2.5million and expected to rise above three million. The former PMs candidacy will be rushed through as quickly as possible if Ireland supports the Lisbon Treaty, which would create the position, on Friday. Mr Blair has the support of Frances president Nicolas Sarkozy and French foreign minister Bernard Kouchner for the post. The president will be selected by the leaders of EU nations, rather than the people. PDEFENCE Secretary Bob Ainsworth today accused the Tories of threatening troop morale in Afghanistan with false claims about equipment shortages. Mr Ainsworth spoke out after months of criticism over the number of helicopters, type of armoured vehicles and other kit sent to Britains 9,000 soldiers in the country. He singled out shadow defence secretary Liam Fox, accusing him of not bothering to check his facts, notably over the delivery of Ridgeback armoured vehicles to Afghanistan.
