Mr Osborne refused to rule out tax rises under the Tories to balance the nations books but said there were no specific proposals to introduce a 20 per cent VAT rate. In a bid to take the attack to Gordon Brown, he claimed Labour was now the party of front-line spending cuts, while the Tories would implement efficiency savings and reforms that would protect areas such as education. Mr Osborne predicted that the Government would have to slash schools spending by up to 800 per pupil unless it found efficiency savings to meet the cost of soaring pupil numbers. Critics claimed at the weekend that the Tories were planning to increase VAT as part of their tough medicine to get Labours debt down early in the next Parliament. In his first comments on the reports, Mr Osborne said: I have not ruled out tax rises. But there have been absolutely no internal discussions, there are no secret plans for an increase in the VAT rate. He was speaking ahead of a speech in which he warned that public services are facing deep cuts under Labour because the Prime Minister has failed to push through radical reforms. Business Secretary Lord Mandelson faced potential embarrassment amid speculation that the Serious Fraud Office would not launch a full-scale probe. The SFOs decision would free the Government to publish a report that has taken four years and cost 16m to produce. Lord Mandelson was accused of attempting a cover-up last month when he called in the SFO. Critics claimed the move was a bid to delay publication of the report until after the next election. The independent investigators findings are expected to be a blow for Labour. Insiders say the report will show how the party wasted 6m of taxpayers money to prop up rover to protect Labour seats in Birmingham in the run-up to the 2005 general election.
