Sir John Scarlett said officers had to protect the UK against terrorism, but stressed they were also committed to human rights and liberal democracy. The Secret Intelligence Service chief spoke out as the Government faced calls for an independent inquiry into possible British complicity in alleged overseas torture by the United States. In the first broadcast interview by a serving head of MI6, Sir John denied that British intelligence services had been compromised by their close relationship with US counterparts. Merrick Cockell, the Conservative chairman of London Councils, the umbrella body that represents the capitals 33 boroughs, said he is prepared to walk away from national pay bargaining, which sets the pay for 1.6m workers across the country, rather than be forced to sign up to a one per cent wage rise next year. The rise would cost London councils about 1m a year. He said the move could result in London authorities joining the 40 or so other councils that set their own pay and conditions.
