A blizzard of announcements kicked off with moves to ban fee- paying foreigners from receiving organs donated to the NHS and guidelines stating that migrants cannot jump the queue for council houses. Housing minister John Healey promised action against fraudsters who rent council homes and then sublet them. On Monday ministers will unveil rules that they claim will stop migrants entering who cannot contribute to Britains economy, plus a pilot scheme to make young people work for benefits. The Tories dismissed the plans as gimmicks. The organ transplant rules will only apply to private patients, but EU nationals can still join the NHS waiting list. The Government said the housing guidelines were to dispel myths rather than change entitlement, and do not bring in powers to prioritise long-term local residents.
