As Prime Minister Gordon Brown prepared to unveil plans to create new rights for parents and patients, the Business Secretary revealed Whitehall cash allocations beyond 2011 would not be made before polling day. The Treasury said no decisions have been made by Alistair Darling on the spending review. But, asked if it had been postponed until after the election, Lord Mandelson said: I believe the Chancellor has made that judgment, yes. The Tories accused Lord Mandelson of wanting to hide Labours long-term spending cuts. Underlining his status as Deputy Prime Minister in all but name, Mr Mandelson also declared that the worst is behind us on the economy and suggested a return to growth would generate more cash for front-line areas such as health and education.
